How Hot Rolled Steel Is Made
Hot rolled steel is processed above the material's recrystallization temperature, which for steel is typically above 1,700°F. At that temperature the steel is soft and easy to shape, so it gets pushed through rollers and formed into bars, plates, sheets, and structural sections while it's still very hot.
As it cools after rolling, the steel contracts slightly and unevenly. This leaves some residual stress in the material and means the dimensions are not as consistent as cold rolled. The surface also develops a dark, rough oxide layer called mill scale as it cools in air.
How Cold Rolled Steel Is Made
Cold rolled steel starts as hot rolled stock and then goes through additional processing at room temperature. The material is passed through rollers at ambient temperature, which compresses it, refines the grain structure, and improves dimensional consistency.
The cold rolling process produces tighter tolerances, a smoother and cleaner surface, and slightly higher strength due to work hardening. It also removes or reduces the mill scale from the surface.

Hot rolled is the right choice for structural work where surface finish and tight tolerances are not required. Welded frames, support structures, brackets, bases, and anything that gets welded, painted, or coated. The rough surface of hot rolled actually welds a little better than cold rolled because there is no lubricant on the surface from the cold rolling process.
Hot rolled is also the standard for most structural shapes — angle, channel, I-beam. These are essentially always hot rolled.
When to Use Cold Rolled
Cold rolled is the better choice for machined parts where you are working to tolerances, for parts that need a clean surface without significant preparation, and for applications where appearance matters. Enclosures, panels, and anything visible where you want a cleaner starting surface are good candidates for cold rolled.
If you are milling a flat bar down to a specific thickness and the starting thickness needs to be consistent, cold rolled is more predictable. Hot rolled thickness can vary enough to eat into your machining stock unexpectedly.
What About Mill Scale?
Mill scale is the dark oxide layer on hot rolled steel. It is hard (harder than the steel itself), abrasive, and inconsistent. It dulls tooling, makes welding prep harder, and can cause adhesion problems with coatings. For machining, mill scale is usually removed in the first pass anyway. For welding, most shops grind or wire-brush the scale from the joint area before welding. For painting, grinding or sandblasting removes it.
Cold rolled steel does not have mill scale, which simplifies surface prep considerably.
